If the ceiling is listed as "None," it doesn't mean there will be no clouds in the sky. It indicates that cloud coverage will be less than half of the sky (4/8 or less).
If precipitation is forecast and the ceiling is listed as "None," clouds will still be present (since clouds are necessary for precipitation), but they will cover less than half of the sky.
The daily forecast shows the ceiling as "None" while precipitation is in the forecast.
