When doing pattern work at a towered airport that is open during hours of operation inside the VFR (DC SFRA), a flight plan is not required. To file a VFR (DC SFRA) flight plan for pattern work at a non-towered airport or one with a closed control tower within the DC Special Flight Rules Area (SFRA):
STEP 1. Open ForeFlight Mobile.
STEP 2. Go to the Maps page.
STEP 3. Tap on the FPL button.
STEP 4. Select the Edit button within the FPL drawer.
STEP 5. Enter a route with the airport identifier, a latitude/longitude or a radial/distance point a few miles from the airport, and the airport identifier.
For example: (Airport ID) (Nearby Lat/Long) (Airport ID).
STEP 6. Set the altitude for the pattern altitude. An error message stating, "Cruise lower, short route" will likely be shown. Ignore the error.
STEP 7. Set the ETD.
STEP 8. Use the Send To button to send the route to the Flights page.
STEP 9. Tap Proceed To File.
STEP 10. Adjust the time en route and any other parameters needed for filing.
STEP 11. Set the flight rules to VFR (DC SFRA).
STEP 12. Enter the text 'Pattern Work' into Additional Remarks.
STEP 13. Tap File. The flight plan for pattern work will be filed.
NOTE: A squawk code from Potomac Approach is still required before departure. Follow all standard DC SFRA rules while operating in the pattern at a non-towered airport.
